Tracking value changes to a number

I am trying to figure out what formula I would use to track value changes to my Blank Permits.

For example, I have an Export Permit # 05064578 with several items in it with a value of $100,000.  Each month I use that permit number to export several items, each item utilities that permit number which brings that total down in value. Each month I also file for new pemit numbers with new values.

What I am trying to do is track each permit number and the value remaing on that permit. This way I dont go over the amount available on that permit.

My problem is trying to find a formula that tracks each permit number and supplies me with a countdown value.

Not sure I have described it clearly enough though….Any help on a formula would be greatly appreciated.
