Formula to reorder inventory for every 1,000 units sold

I have a sales units projection that grows from 0 to 20,000 units. We have 1,000 in inventory now, and will need to order another 1,000 units for $5,000 2 months before we will hit another 1,000 sales units. How can i do a formula to project mfg costs that will change if i change the sales units projection?

Month 1 sales – 100

Month 2 sales – 300

Month 3 – 500

Month 4 – 700

By month 4, we will have sold over 1,000 units, so we need to order 1,000 more in month 2 (so they will ship to us by month 4).
