Count if

I’ve created the below countifs formula. 

Here is the formula that works.
=COUNTIFS(SALES!A4:SALES!A2001,”=ProjectX”,SALES!M4:SALES!M2001,”>=8/3/2018″,SALES!M4:SALES!M2001,”<=8/13/2018″)

I want to be able to make the dates above variable and the result I keep getting is 0.
Let’s say cell B1=DATE(YEAR(A1),MONTH(A1),DAY(A1) + 2-WEEKDAY(A1)) by putting said date in A1 and putting the B1 result in the 8/3/2018 section, followed by doing the same for the 8/13/2018 entry as the entered date into A1.

For example – =COUNTIFS(SALES!A3:SALES!A2000,”=ProjectX”,SALES!M3:SALES!M2000,”>=B1″,SALES!M3:SALES!M2000,”<=A1″)
