Multiple Columns, WHATIF

I need a formula that can highlight rows once certain criteria is met. Example below would be If Colum “R” is filled in for all of the same numer in Colum “C” and it matches the refrence point in Colum “H” those rows will be highlighted. I would be thrilled if the formula could add together those rows in another colum. 

What I am looking at is when a bill comes in, it goes under colum “R” for the branch that it is allocated to which is colum “C”, once all bills are in for one branch (colum “C”) I need to total those bills based on if it is a RE or PP bill Colum “H”.

So for record sake below the only highlighted rows should be those for branch 7 since the bill has been record for all (7’s) in colum “C”.
